Joint Statement in Support of Religious Freedom and the Civil Demands of Azerbaijani Women and Girls
We, as citizens of the global community committed to the fundamental principles of inherent human dignity and basic civil rights, express our deep concern and strong protest against restrictive and suppressive policies concerning dress and hijab in the Republic of Azerbaijan, particularly within educational institutions. Our protest is not merely a response to manifestations of structural restrictions; it is also an expression of solidarity with the fundamental right of Azerbaijani women and girls to preserve and express their religious and social identity.
We believe that any governmental attempt to impose “cultural uniformity” or compel individuals to adopt particular forms of dress constitutes a clear violation of civil rights and a futile attempt to erase religious identity and expression from social life.
These restrictive policies, particularly when imposed on school and university students within educational institutions, amount to systematic “educational deprivation”. When religious dress becomes an obstacle to attending classes or accessing educational facilities and university services, the state effectively infringes upon the fundamental right to education and undermines educational equality.
Educational institutions should be spaces for intellectual growth and the cultivation of respect for human identity, not arenas for imposing behavioural controls or preventing the expression of religious identity. Such measures are not only contrary to the educational and formative mission of academic institutions; by creating a divide between educational institutions and families, they also erode public trust in civil institutions.
We emphasize that these restrictions constitute a clear violation of provisions of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights. Freedom of religion encompasses the right to manifest one’s beliefs through religious symbols and observances. No justification, even when invoked in the name of public order, should be used to deny individuals the right to religious dress.
We stand in solidarity with the voices of Azerbaijani women and girls who have peacefully and lawfully raised their concerns against these policies. We support their legitimate civil demands and call upon international institutions and human rights organizations, including the Office of the United Nations High Commissioner for Human Rights (OHCHR) and other bodies monitoring human rights, to investigate and document the situation and to exercise appropriate diplomatic pressure to bring an end to these restrictive policies.
Dear Azerbaijani women and girls, you are not alone on this difficult path. Your voices, raised in pursuit of your rights and in defiance of the walls of restriction, resonate with the awakened conscience of people throughout the world.
Hijab is not a chain that binds the hands and feet; it is an expression of steadfast faith that no directive or policy can extinguish. We stand beside these courageous sisters to remind the world that no power can strip human beings of their fundamental dignity.
This is a path toward light, and our solidarity with this civil movement bears witness to the fact that the sanctity of human dignity will never be forgotten.
Freedom-seekers throughout the world, join this movement.
